Medicaid

In Maryland, Medicaid is known as Medical Assistance. You or your loved one can apply for Medical Assistance through myMDTHINK or by submitting an application to the Department of Human Services. Medical Assistance does not cover custodial expenses for assisted living. However, it can assist in reducing the costs of assisted living personal and health care through the Home and Community-Based Options Waiver. There are several other programs that can help with in-home personal and health care costs, such as the Community Personal Assistance Services program, the Community First Choice option, and the Increased Community Services program.

There’s also the Program of All-Inclusive Care for the Elderly (PACE) which is specifically designed to support and coordinate health and social services for seniors, enabling them to continue living within their community. PACE is available on-site at Hopkins ElderPlus.

Understand Maryland laws and regulations for assisted living facilities

Assisted living in Baltimore is regulated by the Maryland Department of Health. The department provides three licenses depending on the level of care provided.

  • Level 1 care must offer assistance coordinating and accessing health services, monitoring and managing occasional psychiatric episodes, assistance with self-administered medications, and occasional assistance accessing social services.
  • Level 2 care provides everything level one provides as well as medication administration and managing residents with behaviors or psychiatric episodes that disrupt others.
  • Level 3 care provides care from the previous two levels plus comprehensive assistance with daily living and intensive supervision to manage chronic disruptive behavior or illnesses.

Assisted living facilities must abide by several standards, including:

  • On-site nursing is provided by a registered nurse.
  • Sufficient staff must care for residents 24 hours a day.
  • Managers must complete 20 hours of continuing education every two years.
  • Staff who help with personal care must have at least five hours of mental illness and cognitive impairment training within 90 days of employment.
